A Commercial Mail Receiving Agency (or CMRA) is a business that has been approved by the United States Postal Service (USPS) to accept mail for their clients. Once you’ve authorized a CMRA to accept your mail, they will receive your mail from the USPS and are responsible for getting it to you.

What is a CMRA?
If a private business wants to offer their clients mail services, they have to register with the USPS as a CMRA. However, when you hire a CMRA you also need to grant them the authority to accept your mail. This is done by filing a Form 1583 with the USPS.
USPS Form 1583
To authorize the CMRA of your choice, you are required by the USPS to submit a Form 1583. The purpose of this form is to verify your identity and confirm that you are the one authorizing the CMRA to process your mail.
In order to complete the form, you will need to provide the following personal information:
- Your Name
- Your Residential Address
- Required Photo ID
- Required Proof of Address
Accepted Form of ID and Proof of Address
In order for your Form 1583 to be approved, it must include one of each of the following:
Primary or Photo ID
- U.S. State/Territory/Tribal Drivers or Non-Drivers ID Card
- U.S. Passport
- Foreign Passport
- Matricula Consular
- NEXUS card
- U.S. Access Card
- DOD Common Access Card
- PIV Card
- U.S. Certificate of Citizenship or Naturalization
- U.S. Permanent Resident Card
- U.S. Uniformed Service ID Card
- U.S. University Card
Proof of Address
- Lease
- Mortgage
- Deed of trust
- Voter or vehicle registration card
- Home or vehicle insurance policy
As you can see, the USPS requires photo identification, so other forms of ID without a photograph, like social security cards, credit cards, birth certificates, and concealed carry permits, will not be accepted.
Verify Form 1583
The USPS requires all Form 1583s to be notarized. When you hire us as your CMRA, you don’t need to worry about this extra step. As a registered CMRA, we’re able to take care of this in-house with an internal witness.

Mail Scanning & Virtual Office with a CMRA
We offer our clients a variety of Mail Scanning packages and an all-inclusive Virtual Office service, all of which require Form 1583. As your CMRA, we will scan your mail the same day its delivered and upload it into your secure, online account. From there, you’ll be able to view, manage, and print your mail whenever you need to.
We also offer physical mail forwarding for clients who need the original document. If we receive a piece of mail you need physically (like a check or legal document), you can easily use our “click-to-request” system inside your account. We only keep original documents for 50 calendar days, so physical mail forwarding requests must be made in that time frame.

Does Form 1583 need to be notarized?
The USPS only accepts Form 1583s that have been notarized. When you hire us, you don’t need to worry about this. We take care of the verification process in-house, saving you the trouble of having to get your form notarized on your own. Just provide the required information and forms of ID, and we’ll take care of the rest at not extra cost to you. Does Form 1583 need to be notarized?
If I’m hiring a CMRA for my business, do I have to use my own ID?
You don’t necessarily need to use your ID for your company’s Form 1583, but the USPS does require the signature and identification of an officer or member in your business. The personal information on your Form 1583 will be kept confidential by the USPS.
Can I use a non-U.S. address on my Form 1583?
Yes. A non-U.S. resident can hire a CMRA and use a non-U.S. residential address on Form 1583. However, you will still need to provide the required photo identification and proof of address (see above).
